If the first American Congress had the money that NYRA has foisted upon the people, The Battle of Saratoga might have won the war instead of just being a turning point. Would a new sheriff in Albany clean up this rodeo ? Presumably the State is in the racing and gambling business because it's inherently too corrupt for private enterprise. Perhaps profit motive, shareholders and a board beholden to them would not be so bad . . .
